About the role

We are recruiting for a Senior Advisor – Government Relations China to support engagement by RTC and the overall Rio Tinto Group with Chinese stakeholders across the public and private sectors, as well as with academia and civil society, for the benefit of the Group’s strategy and business, not only in China but globally as well.

This role involves supporting the Principal Advisor – Government Relations China to deal with government relations and stakeholder engagement matters for RTC as the in-country resource.

Reporting to the Principal Advisor – Government Relations China, you will:

  1. Support the Principal Advisor – Government Relations China in establishing and contributing to the development of the China Country Strategy and Corporate Relations Strategy.
  • Support to develop and deliver stakeholder engagement and communication strategy for China as well as contributes to overall strategy development for Rio Tinto China.
  • Assist the Principal Advisor – Government Relations China in the profiling of Rio Tinto executives as required.
  • Ensure that the Rio Tinto leadership team remains fully informed of the China business developments, potential risks which could impact on shareholder value and reputation.
  • Quickly diagnose and respond accordingly to the needs of the business, to deliver targeted, issue-driven stakeholder engagement as required.

 

  1. Manage the development of PtO and Stakeholder Engagement plan, stakeholder mapping and tracking in China.
  • Support to develop China Stakeholder Engagement plan and keep it updated.
  • Contribute towards the development of processes, systems and procedures that ensure stakeholder management is seamless and joined up across Product Groups, Functions and Rio Tinto offices in China.
  • Develop stakeholder mapping and ensure it is maintained and up-to-date.
  • Develop and maintain key stakeholder engagement tracking database as well as stakeholder matrix map and keep them updated.

 

  1. Develop analysis on a wide range of political and international issues including change in government policies that impact our business, sustainability strategy, investment climates, foreign policy including regional trade agreements and geopolitical issues.
  • Monitor and proactively provide regular advice to relevant internal stakeholders, about policy, government and legislation changes in China which have the potential to impact on Rio Tinto’s business interests globally.
  • Timely share information and best practices with in-depth analysis on key stakeholders, international issues, policy trends and geopolitical issues to leverage relationships internationally.
  • Proactively identify, build and maintain key channels for engagement and advocacy, including but not limited to direct engagement, third party engagement (key policy makers, opinion leaders, thinktanks, industry associations, etc), foreign diplomatic missions, chambers and media (in conjunction with the communications team).
  • Support the Product Groups, functional groups and strategic project teams by providing insights on policy/regulatory issues and project approval matters for major projects as required.
  • Prepare monthly China newsletter and other internal opinion papers/report to share with global team.

 

  1. Support the Principal Advisor – Government Relations China and the Corporate Relations Team with strategic programme, ESG projects and CSR activities.
  • Identify strategic engagement opportunities for Rio Tinto executives to raise the profile of RT and collaborate with the global corporate relations team to have the right level of visibility.
  • Monitor and evaluate the need of RT’s involvement in strategic cooperation projects with government, key stakeholders and partners to enhance the relationship and raise RT’s reputation.
  • Support to manage strategic partnership projects by working with internal and external stakeholders.
  • Support group executives as required by providing timely, strategic briefings, speaking notes, presentations and the highest level of professional assistance in support executives’ visits, meetings and engagement with key stakeholders in China.
  • Identify and develop CSR/ESG activities in China to help achieve RT’s impeccable ESG credentials.

 

About you

To be successfully considered for this role, you will have:

  • Master’s degree in law, International Relations, Public Affairs, Economics, Communication, or other related disciplines
  • Strong communication skills and excellent English / Mandarin language ability;
  • At least 6 years of professional experiences in government relations, regulatory affairs, public affairs, stakeholder engagement, communications for multinational company or government agency in China.
  • Proven track record of stakeholder management and exposure to managing government relations.
  • In-depth knowledge of Chinese government structure, functions, legislative and decision-making processes at central, regional and local levels.
  • Expertise and knowledge of government policy, political and geopolitical risk, and competency in identification of issues, assessing impacts and prioritizing issues.
  • Excellent capability in drafting high quality policy analysis and reports in both English and Chinese within a given time, with proven track records.
