About the Chamber

The British Chamber of Commerce in China (BritCham) represents the interests of British businesses operating in China by providing advocacy, business/policy insight, and networking opportunities. We are seeking a talented Government Affairs Executive / Manager to join our team in Beijing. This role focuses on policy research, stakeholder engagement and project management, with seniority determined by the successful candidate’s experience.

Roles & Responsibilities

Advocacy Leadership & Research (60%)

The successful candidate will lead the day-to-day delivery of the Chamber’s flagship advocacy programme and act as the principal policy lead across assigned sectors, working closely with the Managing Director, wider Government Affairs team, and Executive Committee.

Responsibilities include:

  • Lead day-to-day project management, drafting, and delivery of the Chamber’s annual British Business in China Position Paper and British Business in China Sentiment Survey.
  • Take primary responsibility for the Chamber’s Healthcare, Advanced Manufacturing, and Food, Beverage & Alcohol sector portfolios. *
  • Build and maintain relationships with member companies, industry stakeholders, and relevant trade associations across assigned sectors.
  • Organise sectoral member consultations, roundtables, and policy discussions to inform Chamber advocacy.
  • Monitor Chinese and international policy developments affecting assigned sectors and identify emerging issues relevant to members.
  • Draft policy briefings, consultation responses, speeches, reports, and advocacy papers for engagement with government, industry, and other external stakeholders.
  • Coordinate contributions from members and colleagues to ensure advocacy outputs are delivered to a consistently high standard and on schedule.
  • Develop and maintain project plans, delivery timelines, and stakeholder engagement plans for major advocacy projects.

*Sector allocation is indicative and may be adjusted based on the successful candidate’s expertise and the evolving priorities of the Chamber.

Policy Operations & Team Development (10%)

  • Supervise interns supporting policy research, stakeholder mapping, and policy monitoring.
  • Maintain stakeholder databases, advocacy trackers, and project plans.
  • Support wider Government Affairs planning, reporting, and coordination across the Secretariat.

External Engagement & Advocacy (10%)

  • Support stakeholder engagement across government, embassies, industry associations, trade organisations, think tanks, and other relevant external partners.
  • Coordinate advocacy meetings, policy roundtables, and official visits linked to assigned sectors.
  • Support the Managing Director in preparing high-level government engagement, trade missions, and other advocacy initiatives where required.
  • Build and maintain relationships with external stakeholders that strengthen the Chamber’s advocacy objectives.

Membership, Events & Commercial Support (20%)

  • Work with the Membership Team to identify opportunities for member recruitment, retention, and upgrades within assigned sectors.
  • Recommend policy topics, speakers, and industry expertise for Chamber events.
  • Represent the Chamber at conferences, exhibitions, and external events to strengthen stakeholder relationships and identify commercial and advocacy opportunities.
  • Contribute policy content for Chamber communications where appropriate.

As a small Secretariat, all staff members are expected to contribute positively to the recruitment and retention of members. 

Key Competencies & Attributes

  • Excellent project management and organisational skills, with the ability to deliver complex projects to demanding deadlines.
  • Outstanding research, analytical, and report-writing ability.
  • Strong relationship management skills and confidence engaging senior business leaders and government officials.
  • Ability to take ownership of sector portfolios while collaborating effectively across the wider Government Affairs team.
  • Commercial awareness and an understanding of how advocacy supports member value and Chamber sustainability.
  • Genuine interest in UK-China commercial relations and China’s evolving policy environment.

The Ideal Candidate Will Have

  • Experience in public policy, government affairs, advocacy, communications, consultancy, research, or a related field.
  • 2+ years’ relevant experience (including postgraduate research where complemented by appropriate internships or demonstrable project experience) for consideration as Executive; 
  • 5+ years’ experience for consideration as Manager.
  • Bachelor’s degree in international relations, public policy, economics, business, law, or a related discipline.
  • Excellent written and spoken English, with the ability to produce high-quality policy reports, consultation responses, and public-facing publications. Professional proficiency in Mandarin is highly desirable.
  • Strong research, drafting, presentation, and analytical skills.
  • Take ownership of projects from inception to delivery, demonstrating initiative, adaptability, and resilience when overcoming challenges or changing priorities.

  • Monthly salary of RMB 12,000–16,000, depending on experience.

*So-called “catch-up” days may be granted at the Managing Director’s discretion to recognise periods where operational requirements necessitate work outside normal business hours, including evenings and weekends during the delivery of major projects and events.
