Vice President, Public Policy , China

Overview

As a member of the global public policy team, to be an active contributor to strategic planning and engagement in and with China. The role is a critical advisor to the Management team in China focusing on developing how Mastercard’s interests in China could be advanced through engagement with the government and other influencers in the markets. This role will, in consultation with the businesses, drive the development of a strategic engagement plan with government stakeholders and play a critical role in the execution of such plans for China.

Role

  • Based out of the China Office in Beijing, the primary responsibility of this role will be to engage constructively with relevant policymakers and other stakeholders in China for the purpose of influencing public policy that affects payments generally and Mastercard’s interests specifically. Strategic approach to influencing policy is critical, including alliance development when advisable. Build and manage relationships in all areas of relevant policymaking in China starting directly with key officials in the governments and other relevant stakeholders, such as quasi-governmental bodies, others within the payments industry, in related industries, with industry bodies, and with external advisors to Mastercard. Key government stakeholders will, for example in China, include the Peoples Bank of China (PBOC) and the China Banking Regulatory Commission (CBRC), industry organizations such as the China Payment and Clearing Association (CPCA) and the customers (banks and non-financial institutions).
  • Identify key policy-relevant stakeholders in China with whom Mastercard should establish or enhance relationships, and recommend strategic engagement plans for the Division Head and Country Manager and varying levels of MasterCard management, including visiting executives from regional and global headquarters. Organize meetings, prepare briefing materials and talking points, brief executives, and manage any follow-up stemming from the visits.
  • Provide public policy perspective on new business initiatives including product development.
  • Participate in multi-dimensional projects across business units across geographies, successfully navigating throughout the organization to partner effectively with colleagues from other departments and deliver results.
  • Play a role in global strategic discussions as they intersect with China to share government and regulatory perspectives.
  • Collaborate with Regional Legal Counsel (based in Singapore) to ensure that any regulatory reporting activities being coordinated by them consider strategic public policy objectives for Greater China.
  • Draft white papers, position statements, various internal reports
  • Track the influencers and activities shaping key trends in payments, data, regulatory shifts, disclosure, privacy, fintech innovation and sustainability pertaining to China.
  • Actively manage external advisors to ensure Mastercard is utilizing them effectively, including with respect to advice on government engagement strategies, tracking and reporting of such government engagement, updates on relevant policy developments in-market, etc.
  • Work closely with Mastercard Public Policy team members regionally and globally.

All About You

  • At least 8 years’ experience in a similar Public Policy / Government Relations role and have strong experience in dealing with governments in Greater China in terms of frequency and quality of relationships; experience in dealing with governments in Greater China would be looked upon favorably.
  • Very familiar with the policy environment in Greater China, having strong relationships with governments in a role in which integrity is paramount.
  • While knowledge and experience of the financial services and payments sector is valued, candidates need not be currently working in these sectors. Experience in technology sector is a plus.
  • Must possess strong analytical approach to problem solving, ability to develop creative solutions to complex problems, able to deal with short deadlines and work productively in high pressure situations in dynamic commercial and policy environments.
  • Excellent written and oral English and Mandarin communication skills.
  • Excellent interpersonal skills as a foundation for developing and maintaining strong internal relationships at all levels, cross-functionally across business units and geographies within the Company, is as important as the key external relationships.
  • Must be able to work independently and also constructively as a collaborative team-player.
  • High-energy, self-motivated, results-driven, curious with a good sense of both self and humor.
  • Willing to travel both within Greater China, as necessary to regional headquarters in Singapore, and one or two annual trips to global headquarters in Purchase, New York.
  • Strong cross-cultural awareness, able to successfully build bridges between different cultures.
  • Experience working for a global US corporation would be looked upon favorably.
  • Undergraduate Degree/s in Political Science, International Relations, Public Administration and Economics.
  • Post graduate qualifications in these and other areas including business, law, finance would also be looked upon favorably.
