This is an exciting opportunity to join the Rolls-Royce team in Greater-China driving our public policy and Government affairs function in one of our most dynamic and important markets. As Vice President for Corporate Affairs you will be an integral member of our global Government Relations function, with responsibility for our Government relations and policy engagement in the region, and for developing and executing campaigns to enhance our position in the market as a leading force for progress in China, powering, protecting and connecting people everywhere.

 

This is a critical role in our third-largest single market. Working with our Group strategy and Government relations functions, alongside our civil aero-engine and power-solutions business divisions in-country, your role is to assess and anticipate major trends and developments within the Chinese political economy, provide relevant and expert advice on emerging risk and opportunity, inform the development of our regional strategy, and lead coordinated campaigns across divisions to protect and increase value through influence in public policy and Government affairs.

Key Accountabilities

  • Horizon scanning and intelligence gathering and advisory on country policy, regulatory, economic and political affairs
  • Assessment of value at stake and development of government affairs priorities for the country
  • Development of policy/regulatory objectives and positions concerning the country
  • Relationship mapping and management of regional Ministries and Government stakeholders
  • Development and implementation of targeted GR campaign in-region plans to deliver/protect value
  • Representation with Government Ministries, research and industry associations in-region
  • In-region Government network and stakeholder management (National and local relevant to location)
  • Speaking and representation at external forums, panel representation and keynote speaker as required.
  • Work alongside the Communications team to drive the development and shaping of external communications plans to support GR objectives

 

Key Skills

  • Strategic Leadership: Ability to develop, maintain, and execute strategic plans and playbooks for government relations, ensuring alignment with organizational goals and regulatory requirements
  • Political Intelligence and Analysis: Proficiency in gathering, analysing, and interpreting political intelligence to inform strategic decision-making and identify opportunities and threats. Deep and broad understanding of government institutions, political economy and international relations relevant to country
  • Stakeholder Engagement: Skill in building and maintaining an extensive network of key stakeholders, including government officials, industry associations, and advocacy groups.
  • Communication: Strong written and verbal communication skills to convey complex political insights and strategic recommendations effectively to various stakeholders, including exposure to media
  • Advocacy and Policy Influence: Expertise in leading and executing advocacy initiatives, developing strategies to influence policy and regulatory outcomes in favour of the organization.

 

Key Experience

  • Educational Background: Preferably a bachelor’s degree in political science, public policy, international relations, law, or a related field. A master’s degree or equivalent advanced education is often preferred
  • Work Experience: Typically, 8-10 years of experience in government relations, public affairs, or a related field, with at least 2 years in a senior leadership or managerial role. Experience in the aerospace industry may be advantageous but not always required
  • Political and Regulatory Knowledge: In-depth understanding of the political landscape, regulatory environment, and policy-making processes
  • Strategic Planning and Execution: Proven track record of developing and executing government relations strategies that align with organizational goals and regulatory requirements
  • Stakeholder Engagement: Extensive experience in building and maintaining relationships with key stakeholders, including government officials, industry associations, and advocacy groups
  • Advocacy and Policy Influence: Significant experience in leading advocacy initiatives, developing strategies to influence policy and regulatory outcomes, and successfully advocating for organizational interests
